Management Team

D. Mark Lowers

Chief Executive Officer

D. Mark Lowers serves as CEO of Lowers Risk Group, a provider of enterprise-wide risk mitigation and loss prevention, employment screening, and data intelligence services through its complementary companies: Lowers & Associates and Lowers Forensics International. Mark is also President of Lowers & Associates, a firm specializing in risk mitigation, international risk management, and loss prevention services that provides services to insurance companies, banks, the cash-in-transit industry, and other financial institutions. He has served in this capacity since 2004.

David Lowers

Board Member, Lowers Risk Group

David is co-founder of Lowers Risk Group and serves on its Board of Directors. Fusing an entrepreneurial spirit with a love of technology, David has helped found numerous companies creating disruptive solutions to modern challenges. His rare combination of strategic vision and intuitive leadership has helped evolve the practice of risk management. Early on, David learned the value of accessibility when building platforms and products. As a small business owner (American Background Information Services, which later became Proforma Screening Solutions), he deployed a simple but effective philosophy: technology should help the end-user focus their time and attention on their core business and customers.

Matthew Lowers

Board Member, Lowers Risk Group

Matthew serves on the Lowers Risk Group Board of Directors. As founder and president of Wholesale Screening Solutions, Matthew led one of the nation’s fastest-growing private companies. A member of the LRG family of companies for over a decade, Wholesale was recently part of a capital acquisition. Matthew joined the new entity, InformData, and currently serves as its President. While at Wholesale, Matthew oversaw day-to-day operations, including human capital, vendor management, process management, and client services. Wholesale joined Lowers Risk Group in being named to the Inc. 5000 list for seven consecutive years starting in 2014 when the company ranked #1116. In 2016, the company earned its highest ranking at #480, serving as a testament to Matthew’s leadership skills.

Paul Harbolick

President, Lowers Risk Group

Paul Harbolick has a broad base of financial management experience. As President at LRG he works extensively with the executive management team on business planning, he is also a certified public accountant. He is a member of the Board of Directors of Inova Health System (IHS), a chairman of the IHS Investment Advisory Committee, and is Chairman of the IHS Audit Committee.

Michael Gaul

Executive Vice President, Marketing, Lowers Risk Group

Michael is a results-oriented marketing executive with over two decades of experience in employment screening, physical security, and business process management. Michael has deep experience in human capital risk management and a passion for educating business leaders and HR professionals on strategies that tangibly protect their interests. Michael serves on the Board of the Secure Cash and Transport Association (SCTA) and is a member of the Professional Background Screening Association (PBSA), and the American Society of Industrial Security (ASIS).

Danielle Kaminski

Chief Operating Officer and General Counsel, Lowers Risk Group

Danielle Kaminski, Esq. is an experienced attorney and trusted voice in the insurance industry with 25 years of experience across insurance-based litigation, claims services, and high-growth operations. Serving as Chief Operating Officer, Danielle is a member of LRG’s executive committee and is actively involved in expanding LRG’s insurance and technology services across the enterprise. Before joining LRG, Danielle served on the U.S. senior executive leadership team and Board of Directors for a global insurance services business. As Senior Vice President, Commercial Operations and Acting General Counsel, Danielle played a key role in the growth of the company’s U.S. footprint and practice lines, as well as the creation and growth of the company’s technical services division.

Joe Scanlan

Chief Financial Officer, Lowers Risk Group

As Chief Financial Officer, Joe Scanlan takes a leadership role in financial decision-making that affects our company and provides strategic financial input to senior management. While keenly overseeing the overall accounting process, Joe plays a key role in developing, implementing and executing financial processes and procedures to improve and maintain the financial health of the firm. Joe has been with LRG for nearly a decade in various financial roles. He specializes in Audit, Financial Analysis, Accounting, and Internal Controls. Joe is a Certified Public Accountant and has a master's degree in Accounting from James Madison University.

Joe Scarlato, CFE

Chief Revenue Officer, Lowers Risk Group

Joe Scarlato serves as Chief Revenue Officer for Lowers Risk Group. Joe led the recent launch of the company’s small claims accounting service through the development of its AI-driven modeling software, Stratis™. Joe heads up the company’s global team and brings specific expertise in the Latin American market. In his role as a forensic accountant, Joe has been evaluating economic and financial damages in litigation and insurance for more than 15 years. He is fully bilingual and has served as an expert witness in Spanish and English.

Jon D. Groussman J.D.

President, Lowers & Associates Consulting

Jon Groussman is a recognized authority on corporate security management. He leads Lowers Risk Group’s consulting practice to provide a broad range of crime-related consulting, expert witness, and litigation support services to companies and their security and risk management leaders and legal counsel. Jon has consulted with teams at multiple Fortune 100 companies to create corporate risk matrices and implement corresponding security programs designed to reduce risks, including at two of the largest Real Estate Investment Trusts (REIT) in the US. During his career, he has been retained as an expert witness in more than 700 negligent security claims.

Marc Johnson, CPA

President, Lowers Forensics International

Marc Johnson is President of Lowers Forensics International, a globally-recognized financial forensics firm and Lowers Risk Group company. Under Marc’s leadership, Lowers Forensics International is quickly growing its global presence to serve the needs of insurance companies, attorneys, and organizations. In his role as a forensics accounting professional with over 30 years of experience in the industry, Marc has handled files throughout the United States and internationally, involving the evaluation of damages, insurance claim analysis, forensic accounting, and litigation support.

Rachel Franklin

Executive Vice President, Human Resources, Lowers Risk Group

Rachel has over 24 years of human resources leadership experience in the service, manufacturing, and government contracting industries. During her time with Lowers Risk Group, she has led the recruitment efforts to support 350% company growth in the previous 12 months, and implemented HR structure and process. She has held several HR leadership positions, with companies including General Electric and Marriott.

Joe Labrozzi

Chief Security Officer, Lowers Risk Group

Joe is a senior executive accountable for the development and oversight of policies and programs within the organization. He is responsible for the mitigation and/or reduction of compliance, operational, strategic, financial and reputational security risk strategies relating to the protection of people, intellectual assets, and tangible property. Prior to this position, Joe was the Director of Claims & Research for Lowers & Associates, as well as manager of the research and analysis department.

LaDawn Presgraves

Executive Vice President, TPA Services & Audit, Lowers Risk Group

LaDawn Presgraves brings over 30 years of accounting and financial experience to the Lowers Risk Group team. Her diverse background is a culmination of experience gained within the healthcare, manufacturing/remanufacturing, and building component/supply industries. She possesses a BS in Accounting, MBA and is currently licensed as a CPA in the Commonwealth of Virginia.
